We re-estimate a foreign direct investment-driven approach to measuring the scale and economic impact of BEPS by replicating the approach of UNCTAD (2015) and providing and analysing the country-level results for the first time. This enables us to explore variation in terms of location, sector of activity and other relevant variables. We estimate annual tax revenue losses related to inward investment stocks directly linked to offshore hubs. An investment perspective on tax avoidance puts the spotlight on the role of offshore investment hubs (tax havens and special purpose entities in other countries) as major players in global investment. UNCTAD (2015) estimates that some 30 per cent of cross-border corporate investment stocks have been routed through offshore hubs before reaching their destination as productive assets. We identify the mechanisms as well as individual jurisdictions and their characteristics.
