Preliminary scope of work

Cílem této práce je zkoumat příčiny zdrženlivého postoje římsko-katolické církve vůči Delorsově iniciativě Srdce a duše pro Evropu. Vychází z prvotního předpokladu, že by zapojení do iniciativy mohlo být pro církev výhodné. Vzhledem k apelu Jana Pavla II. na západní sekularizovanou společnost k návratu ke křesťanským kořenům mohla římsko-katolická církev využít Delorsovy nabídky spolupodílet se na definování evropských hodnot a propagovat své učení v evropské politice. K zapojení římsko-katolické církve však nedošlo, a to ze dvou důvodů: Zaprvé, papež dbal na pečlivé oddělení duchovních záležitostí od evropské politiky. Otázkou hodnot se měla zabývat církev, nikoliv evropské instituce. Zadruhé, Delorsova iniciativa byla pro římsko-katolickou církev nevýhodná z hlediska nastavení dialogu. Hlavním rysem debaty byla jednání na více úrovních (kombinace národních a nadnárodních setkání) a hledání širokého konsensu. Takový styl komunikace byl hierarchickému fungování římsko-katolické církve vzdálený. Pokud by se církev do iniciativy zapojila, její vyjednávací pozice by ztěžovala skutečnost, že by se musela přizpůsobit nové formě jednání, na kterou doposud nebyla zvyklá. Hlubší analýzou těchto dvou skutečností jsou vysvětleny důvody, proč se římsko-katolická církev nezapojila do Delorsovy iniciativy Srdce a duše pro Evropu.

Preliminary scope of work in English

Aim of this thesis is to analyse causes of reseved stance of the Roman Catholic Church towards Delors´ initiative Heart and Soul for Europe. It is based on presumption, that Her engagement in the initiative could be beneficial for Her. With respect to John Paul II. appeal to Western secularised society to return back to its Christian roots, Delors´ initiative could be viewed as an appropriate opportunity how to promote Catholic teaching in European policies. However, the Roman Catholic Church has not joined the initiative which was due to two reasons: Firstly, Pope strongly adhered to the principle of separation spiritual issues from European policies. Spiritual issues should be administered by the Church, not European institutions. Secondly, for the Catholic Church Delors´ initiative was problematic from the perspective of set-up of the dialogue. Main feature of this dialogue were multi-level meetings (both within national and supranational bodies) based on wide consensus-seeking debate. Such way of dialogue was hard to embrace by the Catholic Church, which worked more authoritatively within its hierarchical structure. Therefore, it would be very complicated for the Church to adapt on such form of dialogue and effectively promote its teaching. Deeper analysis of both reasons provides explanation why the Roman Catholic Church did not officially participate in Delors´ initiative Soul and Heart for Europe.
