Preliminary scope of work

Účelem této práce je poskytnout čtenáři nejen základní přehled o vzniku mírových operací a jejich vývoji do současné podoby, ale také předložit mu k zamyšlení směřování současného globalizovaného (a nadále se globalizujícího) světa v souvislosti s vývojem dalších mezinárodních organizací a vztahů jejich členských států. Důvodem, proč jsem si ji vybral, je zájem o historii a o to, co existence těchto organizací znamená pro naši budoucnost. Jsme kvůli nim silnější, nebo přinášejí více problémů než užitku?

Práce se skládá z částí zaměřených na historii a organizační strukturu mezinárodních organizací, případových studií vybraných mírových operací, současnost mírových operací, účast České republiky v mezinárodních strukturách a závěrečné kapitoly, která se, inspirována Brahimiho zprávou, věnuje technologickému pokroku a jeho vlivu na současnost a budoucnost nejen mírových operací, ale i konfliktů.

Mezinárodní organizace jsou globální nebo regionální, mohou se také lišit zaměřením a důvodem své existence. Myšlenky, na nichž jsou zakládány, musejí často ustupovat nové realitě. Jejich existenci není možné chápat jako příběh úspěchů nebo proher, ale jako příběh snahy dostát heslu „v jednotě je síla“.
Kolektivní bezpečnost zajišťuje bezpečnější a klidnější život obyvatelům států, které se jí účastní. Členství v mezinárodních organizacích má v zásadě stejný účinek. Jsme členy světa, který se neustále globalizuje a v němž se objevují větší a rozsáhlejší mocenské celky, ať už jde o jednotlivé státy nebo o jejich společenství. Svět se spojuje, zvětšuje, a mezinárodní organizace a naše členství v nich jsou na to logickou odpovědí.

Velmi palčivou otázkou je financování a odpovědnost za provedení mírové operace, které se věnují kapitoly 5, resp. 8. Například mechanismy financování mírových operací OSN je možné považovat za dostatečné, ale platební morálka členských států může jednoho dne podtrhnout mírovým operacím nohy - již dnes se dluhy některých členských států vůči OSN pohybují v řádech miliard a řešení této situace je zatím v nedohlednu.

V závěrečné kapitole jsem se věnoval moderním technologiím a jejich perspektivě v rámci mírových operací. Zde je nutné upozornit především na automatické zbraně, které jsou v očích mnohých záležitostí budoucnosti, a přitom jejich zavedení do služby v současnosti plánuje ruská armáda. Jejich vliv na bezpečnost a naši budoucnost bude nezměrný a věřím, že v současnosti je jen těžko představitelný. Je možné, že nás čeká největší proměna války v historii lidstva, kdy voják nadále nebude v jejím čele. OSN o nich již diskutuje a připravuje plány, jak se s jejich existencí vyrovnat, včetně možnosti jejich zákazu.

OSN je příběhem dobře míněné snahy vytěsnit válku jako prostředek k získání jakéhokoliv prospěchu. Věřím, a věřím také, že tato práce to dokládá, že je to snaha úspěšná, ačkoliv zatím nedokončená.

Preliminary scope of work in English

The purpose of this thesis is to provide the reader not only with the basic overview of the formation of the peacekeeping missions and evolution of these missions to present form, but also to introduce him direction of present globalized (or globalizing) world in relation with the future development of international organizations and relations of its member states. The reason of my interest in this topic is my interest in history and what does existence of these organizations mean for our future. Are we stronger because of them or do they lead to more problems than they solve?

This thesis is composed from chapters focused on history and organizational structure of international organizations, present state of peacekeeping operations, case studies of chosen peacekeeping operations, Czech Republic’s involvement in the international structures and final chapter inspired by the Brahimi report which is focused on technological progress and its effect on present and future of peacekeeping operations and other conflicts.

International organizations are global or regional, are distinguished by their focus and reason of their existence. Ideas, on which they are based, often have to give in to new realities of the world. It is not possible to perceive their existence as a series of losses or successes but as a story of man’s effort to give a meaning to the motto “unity is strength”.

Collective security provides citizens of member states with more peaceful and secure life. Membership in international organizations has essentially the same effect. The world around us is constantly globalizing. Larger and larger power unites are being created around us. The world is uniting, it is becoming more complex, and international organizations and our membership in them is logical response to that fact.

One of the very important questions of peacekeeping is its financing and responsibility for it which are topics of chapter 5 and 8 respectively. For example, funding mechanism of UN peacekeeping can be considered working and sufficient but payment discipline of its member states can one day be the end of peacekeeping - as of today, debts of some UN member states (including permanent members of SC) are in billions.

The last chapter addresses modern technologies and their perspective in relation with peacekeeping operations. It is necessary to single out the automatic weapons which are, in eyes of many people, a thing of far future but Russian army plans to be using them in couple of years. Influence, which will these types of weapons have on our future and our security, is enormous. It is entirely possible that we are on the threshold of the biggest change of war in human history which could remove soldier from the heat of battle. But UN is already discussing issue of autonomous weapons and it is preparing plans how to regulate their use which may include their complete ban.

UN is a story of well-meant effort to banish war as a means of getting any profit. I believe, and I also believe that this thesis is a proof of that, that it is a successful effort, although unfinished.
