Preliminary scope of work

Cílem této diplomové práce je provést analýzu platné právní úpravy veřejných stráží a nastínit možnosti jejího vývoje de lege ferenda. Tato diplomová práce se skládá ze 7 kapitol (včetně úvodu a závěru), přičemž tyto kapitoly se dále člení na podkapitoly. Po úvodu následuje kapitola, ve které jsou definovány základní pojmy (veřejné stráže a ochrana životního prostředí). Třetí kapitola se věnuje historickému vývoji veřejných stráží. Ve čtvrté, nejrozsáhlejší kapitole této práce je komplexně popsána, analyzována a s poznatky z praxe konfrontována platná právní úprava veřejných stráží. Následuje kapitola zabývající se stručným nahlédnutím na zahraniční právní úpravy ochrany životního prostředí (Francie, Itálie). V kapitole šesté jsou pak předloženy návrhy právní úpravy de lege ferenda. V závěru práce jsou zhodnoceny poznané skutečnosti a shrnuty úvahy de lege ferenda.

Preliminary scope of work in English

The aim of this thesis is to analyze the current legal regulations of public guards and outline possibilities of its development de lege ferenda. This thesis consists of 7 chapters (including the introduction and conclusion), and these chapters are further divided into subsections. After the introduction follows chapter, which defines the basic concepts (public guards and environmental protection). The third chapter deals with the historical development of public guards. In the fourth, the largest chapter of this work is comprehensively described, analyzed and as knowledge of the practice confronted by applicable law of public guards. The following chapter deals with a brief insight into foreign legal regulations of environmental protection (France, Italy). The sixth chapter presents legal regulations de lege ferenda. In conclusion, there are actually assessed, identified and summarized considerations de lege ferenda.
