Preliminary scope of work
Náplní práce bude komparace britského a španělského modelu Public-Private Partnership (PPP) z hlediska architektury a fungování struktur veřejné správy zapojených do managementu programu a konkrétních projektů a z hlediska pokroku v aplikaci konceptu Public-Private-Citizen Collaboration (PC2) - vše v rámci přechodu k novým paradigmatům a režimům ve veřejné správě po éře dominance myšlenek a metod New Public Management. Zvlátní pozornost bude věnována rozložení kapacit a úkolů v rámci systémů organizací veřejné sptávy angažovaných v procesech spojených s PPP a rozvoji platforem a nástrojů pro trojstrannou komunikaci mezi vládou, soukromým sektorem a komunitami (obecně občany) využívajících moderní technologie a možnosti, které nabízí současná úroveň internetu a míra digitalizace.
Preliminary scope of work in English
The diploma thesis aims to examine and compare public sector structures involved in managing the deals under the Public-Private Partnership (PPP)/Private Finance Initiative (PFI) in the UK and Spain as well as application of Public-Private-Citizen Collaboration (PC2) framework within the two systems in the era of post-New Public Management. The spread and use of knowledge and skills capacities and the overall ability of the national institutional models to protect the public interest in an effective and efficient way will be assessed together with openness and transparency of PPP programmes which is enhanced especially through more extensive and intensive use of the Web 2.0 tools able to reach and engage citizens in the process of implementing the policy and procurement of individual schemes.
