Preliminary scope of work

Tato práce se věnuje multilateralismu ve vztazích Evropské unie s východními sousedy. Evropská unie se vydáním Evropské bezpečnostní strategie (2003) oficiálně přihlásila k vůli prosazovat multilateralismus. Zároveň v této strategii definovala evropské sousedství, ve kterém má zájem multilaterální vztahy aplikovat. První konkrétní politikou sousedství je Evropská politika sousedství (EPS). V práci bude zkoumán multilateralismus ve vztazích s východním regionem sousedství a jeho vývoj od roku 2003 do roku 2010.
V hlavní kapitole práce jsou zkoumány vztahy mezi Evropskou unií s jejími východními sousedy ze třech pohledů dle definice multilateralismu. Třemi kritérii ke studii jsou institucionalizace vztahů, počet aktérů a získání benefitů z probíhajících vztahů. Výzkumná kapitola práce dochází k závěru, že ve vztazích Evropské unie a východních sousedů jsou multilaterální styky, které byly prohloubeny především po zavedení Východního partnerství.
Poslední kapitolou práce je interpretace dat, věnující se evaluaci zjištěných poznatků, a jejich interpretaci s přihlédnutím k současným vědeckým debatám na dané téma.

Preliminary scope of work in English

This paper focuses on the existence of multilateral relations among European Union and its Eastern neighbors. It was created as a sort of reaction to the European Security Strategy, which introduced the problematic of the multilateral relations in the external relations of European Union. The purpose of this paper is to study whether and to what extent multilateral relations have existed with Eastern states since the introduction of European Neighbourhood Policy (ENP). Paper deals as well with the progress of these relations emphasizing mainly the evolution after the release of Eastern Partnership.
An in-depth examination of different aspects of the above mentioned relations confirms the paper´s assumption that the multilateral type of relations have existed since the startup of ENP and that they were deepened by Eastern Partnership. The final part of the paper is devoted to the assessment of multilateral dimension of eastern part of the European neighbourhood.
