Preliminary scope of work
Práce si klade za cíl zmapovat postoj Evropské unie k otázce neobčanů v Lotyšsku v období přístupových jednáních v kontextu východního rozšíření a diskuse nad problematikou menšin. Na základě reportů vydaných Evropskou komisí v letech 1997-2004 sumarizovat její doporučení lotyšskému státu v rámci spolupráce s dalšími organizacemi jako OBSE a Radou Evropy. Byla tato doporučení efektivní a jakou roli hrály reporty ve změně lotyšské legislativy vůči neobčanům? Dále bych se pozastavila nad termínem ´conditionality´ a zhodnotila bych postoj EU před vstupním rokem 2004 a po něm.
Preliminary scope of work in English
The main objective of the dissertation is to map the attitude of the European Union towards the citizenship problem in Latvia during the accession process in the context of eastern enlargement, and the discussions on the minority issue. Based on reports issued by the European Commission between the years 1997-2002, the paper aims to review the recommendations made for Latvia within the framwork of cooperation with other organisations, such as OSCE and the Council of Europe. Were these recommendations effective, and what part have the reports played in changing the legislation on the non-citizen issue? Furthermore, I would like to take note of the term ´conditionality´, and also assess the attitude taken by the European Union before the accession year 2004 and afterwards.
