This book examines processes of media change in post communist countries. Considerable attention is paid to the general process of transformation before turning to the media in particular. In this re-examination of the media under the Communist system and its role in the transition, the stress is on analysis of media policy and media systems. The author develops a model of change in Central and Eastern Europe and how it can be applied. As such, the intention is not to provide a full account of the debate but to illustrate the main elements and mechanisms of the process as exemplified by the situation in selected countries.
• Urban, G.R. ( 1997): Radio Free Europe and the pursuit of democracy: my war within the cold war, Yale University Press.

A leading expert on East and Central European and Soviet affairs, George R. Urban offers an insider's perspective on the history of Radio Free Europe by drawing on his service during the 1960s and his term as overall director in the 1980s. He describes how the Radios promoted the cause of liberal democracy and the free market economy for more than four decades and stood up against the Soviet system.

This text chronicles and analyses the involvement in and effects of the media on the dramatic political change in what was once the Soviet empire. After characterising the pre-reform situation, authors then focus on the struggles over and within the media as the communist rulers of these states. They show how and explain why the media varyingly resisted or facilitated the forces of political change. The book concludes with a chapter considering the problematic future of the media in these countries.

Description of the topic and its reflection in literature

This topic is a relatively new phenomenon, both for the Czech as well as for the international academic environment. Although there have been many published texts dealing directly with RFE, they were all primarily focused on the situation and development prior to 1989. Authors usually analysed the role of this radio station and its engagement in a prolonged battle of ideas, the fight against the spread of communist ideology within the context of the Cold War. The authors of such texts often had some direct personal experience with RFE, most frequently as journalists. Several brilliant books which offer an insider's perspective on the history of this radio station in addition to an account on the Cold War development can be named, such as Cold War Radio by R. Cummings, Broadcasting Freedom by A. Puddington or Urban´s Radio Free Europe and the pursuit of democracy and many others. All these excellent studies, mentioned in the preliminary list of resources will be taken into account and will serve the purpose of my Diploma Thesis well, especially at the beginning of the paper. However, as has been remarked already, academic as well as the public sphere completely lacks any comprehensive text dealing with the development of this significant radio station after the final fall of communism and later on, especially after its move from Munich to Prague. What is more, there are hardly any articles or books even partially dealing with these questions. Therefore the aspiration and main purposes of this Diploma Theses would be to fill this gap.

Purposes and Targets

The main purpose of this Thesis is to outline and describe the process of moving RFE from Munich to Prague. From a former Western democratic environment fighting communism, to a country in transmission from an undemocratic regime to democracy with all its aspects, completely redirecting its main orientation and purpose. The text will attempt to describe the whole process of rebuilding and re-establishing the station in totally new environment and conditions, both financial as well as political. Furthermore, it will also focus on the station’s re-orientation onto new problems and adversaries which resulted in broadcasting into many new countries. It will also aspire to take down the new structures and functioning in order to illustrate all these phenomena in the first year running in Prague. All this could not be done appropriately without taking into account the historical aspects and social-political situation of that time concerned with significant changes and the slow transformation from communism to democracy. Therefore, the first portion of the paper will deal with the political, social and media changes in Czechoslovakia/Czech Republic from the end of 1980s until mid-1990s. Attention will be also paid to the processes of media change and transformation in the context of RFE. This analysis will then be followed by a brief historical overview of RFE development from its very beginning. The main portion of the paper will then attempt to uncover the background of moving RFE from Munich to Prague, focusing on political as well as financial aspects, followed by a chronicle description and analysis of the first year broadcasting from Prague. Possibly the most interesting part will be dealing with internal organisation and structures of the radio as well as its new programme and focus on new countries.
