Research question and motivation
Local budgets are a great part of public finance. In 2018 more than 523 billion CZK were spent through this channel (Ministry of Finance, 2019), still there has been very little research regarding economic behaviour of local budgets in Czech Republic.
The aim of my thesis is to provide an empirical analysis of budgets of municipalities in Czech Republic. My main concern is going to be the structure of those budgets and how they react to changes in gross domestic product. Moreover, I would like to examine whether their components react differently for municipalities with different demographical, geographical and political conditions.

Contribution
According to Spacek, D. & Dvorakova, P. (2011), in 2009, during the last financial crisis, there has been a negative overall effect on the Czech municipalities’ budgets. However, this negative effect was not as big as could have been expected thanks to anticyclical behaviour of local budgets and most of the effect was expected to come delayed by 1-2 years.
I would like to do more detailed analysis of the local budgets and look at the data in a long-term perspective in order to verify some of these statements. Moreover, I would like to examine in detail some of the most important items on the budget. I hope this research may become helpful for understanding the behaviour of local budgets, both in the period of economic growth and economic crisis, and therefore help to create more responsible and long-term economically sustainable local budgets.

Methodology
For the analysis, I am going to use data from the State treasury (“Státní pokladna”), which consist of very detailed data on about 6250 municipalities in Czech Republic, and data on GDP from Czech Statistical Office. I am going to build a log-log regression model to search for elasticities of each component in the budget to GDP.
Furthermore, I am going to add variables representing size of the municipality, type of ruling political party and various other demographical and geographical attributes and examine whether those have any significant effect on measured elasticities.
