Předběžná náplň práce
Tento výzkum zkoumá fiskální konvergenci prostřednictvím disciplinovaných rozpočtů v členských státech mimo eurozónu. Teze předpokládá, že 1) posílená makroekonomická správa po roce 2010 přispívá k fiskální unii a 2) orientace fiskální politiky členských států, které nejsou členy eurozóny, nekoreluje s jejich postojem k přijetí eura. Fiskální konvergence v eurech v nepřítomnosti je dvousběo testována prostřednictvím aplikace teorie a intenzivních případových studií. Výsledky ukazují, že země mohou být fiskálně poddajné, ale odmítnout euro nebo být nadšenci do eura, ale fiskálně deviantní. Jednotná měna tedy může být buď pojistkou, nebo hnací silou větší integrace, nicméně evropská integrace pokračuje. Zjištění dokládají tvrzení, že fiskální unie se buduje i v nepřítomnosti eura.
Předběžná náplň práce v anglickém jazyce
This research investigates fiscal convergence via disciplined budgets in non-euro Member States. The thesis hypothesizes that 1) post-2010 enhanced macroeconomic governance is conducive to a fiscal union and 2) fiscal stance of non-euro Member States is not correlated with their attitude to euro adoption. The fiscal convergence in euro absentia is dually tested through theory application and intensive case studies. The results show that countries can be fiscally compliant, but reject the euro or be euro enthusiast, yet fiscally deviant. Thus, the single currency can be either backstop or driver of more integration, nonetheless, European integration continues. The findings substantiate the proposition that a fiscal union is building up even in euro absentia.
