Předběžná náplň práce

Tato bakalářská práce se zabývá vývojem azylové politiky Velké Británie za labouristických vlád
Tonyho Blaira, tedy v letech 1997 až 2007. Pokouší se tak představit reakci jedné západoevropské
země na rozvíjející se problematiku uprchlických vln do Evropy, jež na konci 20. století začala značně
hýbat politickým děním. Konkrétně zkoumá proměny přístupu k sociálnímu zabezpečení těch
žadatelů o azyl, jež neměli dostatečné prostředky na vlastní zaopatření se, a pokouší se objasnit, co
za těmito změnami stálo a jaký byl jejich záměr. Dodatečně je vývoj této politiky zasazován do
kontextu sociálních koncepcí tzv. New Labour a širší migrační politiky. Za tímto účelem jsou
prostřednictvím kvalitativní analýzy prozkoumány tři aspekty dané politiky. Nejprve vytvoření nového
systému sociální podpory včetně proměn hodnoty a formy jím distribuovaných sociálních dávek,
stejně jako rozvoj způsobů podmíněnosti dané podpory. Posléze východiska a zavedení nového
ubytovacího systému, jež byl založen na přerozdělování žadatelů o azyl napříč regiony Británie pro
potřeby sdílení břemene péče o žadatele o azyl. Nakonec je analyzován přístup těchto žadatelů na
pracovní trh v kontextu celé struktury sociálního zabezpečení i migrační politiky daných vlád. Pro
výzkum je hojně využíváno primárních zdrojů, jako jsou vládní bílé knihy, debaty v parlamentních
komorách i specializovaných výborech a další oficiální koncepční publikace.

Předběžná náplň práce v anglickém jazyce

This bachelor thesis deals with the development of United Kingdom’s asylum policy during the mandate of Labour governments of Tony Blair, i.e. between the years 1997 and 2007. It thus attempts to present one particular reaction of a western-European country to the deepening issue of refugee waves to Europe, which at the end of the 20th century started to have a significant impact on politics generally. More precisely it revolves around the various changes of approach to social security of asylum seekers who could not reasonably support themselves, and it endeavours to clarify what motivated these policies and what were their intentions. Additionally, it sets this development into the wider context of New Labour’s social ideals and its immigration policy. Three aspects of asylum policy are studied with the use of qualitative analysis in order to achieve these goals. First, the creation of a new social security system along with the changes of both the value and form of thus distributed social support, taken together with the increasing conditioning of this support. Second, the background and implementation of a new housing system based on the mechanism of dispersing asylum seekers among the regions of Great Britain, which was meant to secure a burden-sharing of providing for asylum seekers. Lastly, access of asylum seekers to the labour market is analysed in the context of the entire structure of state social support and also of the migration policy of said governments. This research relies heavily on primary sources, such as governmental white papers, discussion within the Parliament chambers and committees and various other official and conceptual documents.
