Energetická bezpečnost je důležité a aktuální téma, které rezonuje především v surovinově chudých státech. V těchto státech je klíčovou úlohou zajištění stabilního energetického zásobování za účelem udržení hospodářské stability a budoucího rozvoje. Německo je státem s nízkými energetickými zásobami (pomineme-li zásoby uhlí). Tato práce zabývá zkoumáním německé energetické bezpečnosti v sektoru zemního plynu. Cílem diplomové práce je zhodnotit současný stav energetické bezpečnosti Německa v sektoru zemního plynu a poukázat na budoucí potenciální hrozby plynoucí z realizace plynovodu Nord Stream. Pro dosažení stanoveného záměru je vytvořen nový analytický rámec, který zhodnocuje plynovou bezpečnost jak z hlediska krátkodobých, tak z hlediska dlouhodobých indikátorů energetické bezpečnosti. Tento rámec vychází z několika studií, a to primárně z Modelu krátkodobé energetické bezpečnosti od Mezinárodní energetické agentury (The Model of Short-term Energy Security). Dále je rozšířen o další studie věnující se dlouhodobému rozměru energetické bezpečnosti. Druhá část práce se věnuje roli zemního plynu v energetické transformaci Německa (tzv. Energiewende). Analyzován je význam zemního plynu v situaci postupného odpojování jaderných a uhelných kapacit a v probíhající celkové dekarbonizaci německého hospodářství. Budoucí využití zemního plynu je posuzováno i ve vztahu k nízko- a bezemisním plynům. Text se věnuje tomu, jakým způsobem bude plynovou bezpečnost ovlivňovat realizace konceptu Energiewende. |

Energy security is an important and current issue that resonates especially in resource-poor countries. In these countries, it is crucial to ensure a stable energy supply in order to maintain economic stability and ensure future economic growth. Germany is a state with low energy reserves (apart from coal reserves), and therefore this work focuses on German energy security in gas sector. The aim of this master thesis is to evaluate the current level of energy security in Germany in natural gas sector and to point out future potential threats arising from the realization of Nord Stream gas pipeline. In order to meet this goal, a new analytical framework is created, which evaluates gas security in terms of both short-term and long-term energy security indicators. This framework is based on several studies, primarily on the Model of Short-term Energy Security published by International Energy Agency. The framework is further extended by other studies dealing with the long-term dimension of energy security. Second part of the thesis deals with the role of natural gas in German energy transition (so-called Energiewende). Text examines the importance of natural gas in the situation of gradual disconnection of nuclear and coal capacities and in the ongoing decarbonization of the German economy. The future role of natural gas is also being investigated in relation to zero and low carbon gases. The text examines how gas security will be affected by the implementation of Energiewende. |
