Předběžná náplň práce

Disertační práce zkoumá na příkladu české lékové politiky, jak jsou konstruovány pokusy vlád dělat komplexní reformy vedoucí k úspoře veřejných rozpočtů. V souvislosti s globální finanční krizí se objevuje široce rozšířená představa, že náklady na zdravotní péči rostou měrou, jež je trvale neudržitelná, a vlády jsou nuceny toto pole regulovat. Ve stejném období se ale rovněž zvyšuje povědomí občanů o svých právech na zdravotní péči a jejich očekávání od ní. Autor se v práci soustředi na roli expertízy, individuálních a kolektivních práv a veřejné vykayatelnosti. Jak stát reguluje tato pole, jak své kroky legitimizuje, jaké charekteristiky jsou přisuzovány dobré lékové politice a jaká je role diskursů v tomto procesu.

Předběžná náplň práce v anglickém jazyce

Dissertation examines how pharmaceutical policy was constructed at that time when the governments try to promote comprehensive reforms for cost containments. With respect to the global financial crisis, it is widely believed that health care costs of developed economies are spiralling upward at a rate that is unsustainable and the states are required to regulate them. At the same time, citizens’ awareness of health rights and expectations of health care have been growing. The author focuses on the role of expertise, individual and collective rights and public accountability in the pharmaceutical policy making. How can the state legitimate its attempts to slow the accelerating fields of pharmaceutical markets, how are values attributed and what is the role of discourses in this process.
