Since the end of the Cold War, the United States has been the world’s lone dominant power, a position that has long defined its foreign policy and national interests. Today, the durability of American primacy and its role in world affairs is subject to widespread debate among policymakers and practitioners. The implosion of US and global financial markets and prolonged military engagement in Iraq and Afghanistan introduced new limitations to America’s use of hard and soft power outlets instrumental to US foreign policy objectives. Likewise, the international system is undergoing changes in power distribution due to the rise of China, India, Brazil and Russia. Furthermore, we now live in an era of evolving security threats that no longer emanate from a single source due to globalization, weapons proliferation, the rise of non-state actors and the dangers presented by failed states. The confluence of these developments suggests the establishment of a new policy paradigm, the third since the end of the Cold War, in the form of a multipolar world that challenges the US’ capacity to exercise influence and power in the international system.

This course provides an in-depth examination of the contemporary debate concerning the nature and scope of US foreign policy in an emerging multipolar world.  Particular focus will be placed on the concept of grand strategy, or the application of economic, military and diplomatic means to achieve foreign policy objectives.  We will examine competing views of grand strategy such as global hegemony, offshore balancing and isolationism to identify how each framework enables the US to advance its interests and address today’s most pressing global challenges.  In doing so, students will acquire a fundamental understanding of security challenges to US interests and the appropriate strategic responses to those threats.

The required readings for each class are described below.  Students are expected to complete all reading assignments prior to each class, and come prepared to discuss them.  Reading assignments are subject to modifications throughout the semester to reflect breaking developments in US foreign policy.  Students are expected to monitor current events pertaining to US foreign policy and international relations every day.  These outside readings should be incorporated into class discussion and all assignments.  This class is designed to focus on contemporary issues related to US foreign policy, therefore a conscious effort has been made to avoid the use of older textbooks and only utilize recent journal and news articles.  Therefore, unless otherwise noted, all reading assignments can be found online.  Occasionally, I will scan and email specific texts that are premium articles.
